
Sidewalk Inspection
The City of Storm Lake has implemented a sidewalk inspection program for the purpose of discovering defects in existing sidewalks. The homeowner is responsible for any defects found to exist in the sidewalks adjacent to their property. The types of defects that the City inspectors will be checking for are as follows:
A vertical separation of 3/4 inch or more
A deviation from the design or construction grade equal to 4 inches in a 10 foot section.
It is cracked into 4 or more pieces per 4' x 4' section and sections have a vertical difference of 3/4 inch or more.
A part of the sidewalk is missing for the whole depth.
A side-to-side slope of greater than one inch per foot.
Holes or depressions 3/4 inch or more in depth.
A horizontal separation of 3/4 inch or more.
If defects are found in the sidewalk, the defects will be painted. The homeowner will receive notice to repair the sidewalk and to obtain a repair permit. The sidewalk repair permit needs to be filled out and returned to the City within 21 calendar days. The needed repairs will need to be repaired within 90 calendar days from the receipt of the City of the sidewalk repair permit. The City will reinspect the sidewalk after the 90 days have passed. Homeowners will be notified if the sidewalk has passed inspection.
The City is divided into 5 zones. Zone 1 will be inspected on a yearly basis with the remaining zones inspected at least once every 4 years. The zones are as follows:
Zone 1 - will be bounded on the north by Milwaukee Avenue, on the east by Oneida Street, on the south by the Chicago, Central & Pacific Railroad right of way, and on the west from Geneseo Street south to West 6th Street west to the alley between Ontario and Otsego then south to West 5th then west to Otsego Street then south to the CCPRR right of way.
Zone 2 - will be bounded on the west on College from the lake to the Chicago, Central & Pacific Railroad right of way, on the north by the CCPRR right of way from College to Russell, on the east on Russell from the CCPRR right of way to the lake, on the south from Russell along the lake to College.
Zone 3 - will be bounded on the east on College from the lake to CCPRR right of way east to Otsego then north to West 5th Street then east on Railroad Street to the north in the alley between Otsego and Ontario to Ontario then east to Geneseo then north to Milwaukee then west to the City limits then south to encompass the city limits.
Zone 4 - will be all of Storm Lake north of Milwaukee plus the triangular area bounded by Tornado Drive, Flindt Drive and Russell Street.
Zone 5 - will be bounded on the north by Milwaukee and on the east by Oneida Street to the CCPRR right of way then east to Russell Street then south to the lake and it will encompass the City limits to the east.
